摘　　要：“新艺考”改革是新高考改革的持续深化,探讨“新艺考”改革方案制定的多维因素不仅能够深入地了解政策制定的过程,还能够为“新艺考”改革方案的动态调整提供参考和借鉴。基于美国政策学家和政治学家约翰·金登提出的多源流模型,根据我国政策议程设置的现实环境,对多源流模型进行本土化修正。结合有关教育部文件、全国两会提案、智库意见、媒体报道等,对影响艺考改革的问题、政策和政治源流进行深入分析,探究“三源”耦合、相互嵌套出触发政策之窗开启的内在机制,为政策制定者从增强政治觉悟、重视焦点事件、建立多维意见反馈机制、健全评价机制等方面提出针对性建议。The New Arts College Entrance Examination(NACEE)reform is the continuous deepening of the reform of the new college entrance examination,Exploring the multi-dimensional factors of the reform plan of NACEE not only provides insight into the policy-making process,but also provides reference for the dynamic adjustment of the reform plan of NACEE.Based on the multi-source flow model proposed by American policy scientist and political scientist John Kingde,and according to the actual environment of policy agenda setting in China,the multi-source flow model is locally revised.Combined with the relevant documents of the Ministry of Education,proposals from the National People's Congress and the Chinese People's Political Consultative Conference,opinions from think tanks,and media reports,this study conducts an in-depth analysis of the issues,policies,and political sources that affect the reform of the NACEE,explores the internal mechanisms that trigger the opening of policy windows through the coupling and nesting of the"three sources",so as to put forward some targeted suggestions for policy makers from the aspects of enhancing political awareness,paying attention to focal events,establishing multi-dimensional feedback mechanism,and improving evaluation mechanism.
