毒品治理社会化的内涵与实践向度

摘　　要：毒品治理社会化是实现传统毒品治理转型的重要途径。毒品治理社会化内涵是在政府领导下,以政法机关为骨干,动员全社会力量积极参与、协同合作、多管齐下、多措并举,构建政府治理、社会自我调节、群众自治良性互动的毒品社会化治理模式。毒品治理社会化应当从构建多元共治毒品治理组织架构、夯实毒品治理社会化法规基础、进一步提升全民防毒意识与能力、充分发挥毒品治理社会力量作用、科技助力毒品治理社会化五个方面积极推进。Socialization of drug control is an important way to realize the transformation of traditional drug control.The socialized connotation of drug control is that under the leadership of the government,with the political and legal organs as the backbone,the whole society is mobilized to actively participate,cooperate,take multi-pronged,and take multiple measures,so as to build a socialized drug management model of benign interaction between government governance,social self-regulation,and mass autonomy.The socialization of drug governance should be actively promoted from five aspects,namely building a pluralistic co-governance organizational structure for drug governance,consolidating the legal basis for socialized drug governance,further enhancing the awareness and ability of the whole people against virus,giving full play to the role of social forces in drug governance,and enabling science and technology to socialize drug governance.
