摘  要:基础教育集团化办学,旨在进一步推动义务教育均衡发展,扩大优质教育资源受益面。基于A省60个优质基础教育集团文本的质性分析发现:队伍建设、共同愿景、治理机制、共建共享和外部合法性是影响基础教育集团效能的核心要素。未来应以专业发展为基石,打造集团优质队伍;明晰集团文化体系,树立集团共同愿景;扁平化内部治理结构,完善集团治理机制;深化合作交流路径,促进集团共建共享;以政策支持为保障,提高集团外部合法性。Basic education groups,which aim to promote the balanced development of compulsory education and expand the benefits of high-quality education resources.By using the qualitative analysis of texts on the 60 high-quality groups in A province,this study found that most high-quality groups adopt the loose governance mode,small scale with multilegal persons,mainly the combination of different school stage in the same region;team building,common vision,coconstruction and sharing,governance mechanism and external legitimacy are the core elements that affect the effectiveness of basic education groups.In the future,it should focus on building high-quality teams based on the professional development;establishing the groups'common vision by clarifying the cultural system of the alliance;flattening the internal governance structure and improving the governance mechanism;deepening cooperation and exchange paths to promote co-construction and sharing;improving theexternal legitimacywith policy support.
