摘 要:深化基层干部绩效考核,建立科学的内部组织激励机制是新时期提升基层治理能力的必然要求。运用大数据对基层干部绩效考核进行优化,是实现精准考核和组织创新的关键环节。相较于传统考核以定性为主、考核周期较长和考核指标模糊等方面的不足,数字考核具有以定量为主、考核周期短和考核指标精细化等优势。通过扩大考核指标、对不同岗位设置不同标准、对关键任务实施颗粒化分解等措施,数字考核大大拓展了绩效考核的广度和深度,也为非结构化数据和重要绩效指标的深度挖掘提供了信息集成。在静态考核的基础上,数字考核通过对更大范围同一岗位干部绩效横向的动态对比,使干部考核变得灵活多变又富有活力。大数据驱动下的县域基层干部绩效考核质量有了明显提升,并且数字考核提供的信息集成分析系统,为想干事、能干事和干成事的干部提供了晋升渠道。这有助于优化干部考评体系,有序推动干部流动,高效筛选和识别有为干部,低成本地实现组织内部激励创新。Deepening the performance assessment of primary-level officials and establishing a scientific internal organizational incentive mechanism are the inevitable requirements for improving governance ability at the primary level in the new period.Using big data to optimize the performance assessment of primary-level officials is a key link to achieve accurate assessment and organizational innovation.Compared with the shortcomings of traditional assessment,such as mainly qualitative assessment,long assessment cycle and fuzzy assessment indicators,digital assessment has the advantages of mainly quantitative assessment,short assessment cycle and refined assessment indicators.By increasing assessment indicators,setting different standards for different positions,and implementing granular-based decomposition of key tasks,digital assessment greatly expands the breadth and depth of performance assessment,and also provides information integration for deep mining of unstructured data and important performance indicators.On the basis of static assessment,digital assessment makes officials assessment flexible and dynamic by comparing horizontally the performance of officials at the same position in a wider range.The quality of performance assessment of county-level officials driven by big data has been significantly improved,and the information integrated analysis system provided by digital appraisal creates a promotion channel for officials who are willing to act and ready to deliver good results.This ill help to optimize the evaluation system for offcials,promote the flow of offcials in an orderly manner,screen and identify promising offcials efficiently,and realize internal incentive innovation at low cost.
