TQM理论视角下新时代大学生党员教育管理质量提升路径研究

摘　　要：加强大学生党员教育管理质量研究,对于贯彻党对学校工作的全面领导、发展和创新党员教育管理理论、促进高校学生成长成才和提升高校人才培养质量有重要价值。以太原工业学院为例,调查发现,当前大学生党员教育管理存在学生党员自我教育能力较差、易受外界思想影响、学校教育管理内容不够新颖、形式缺乏创新、质量缺乏考核监督等问题,其致因与社会环境、家庭环境和学校管理因素息息相关。引入TQM理论,基于PDCA质量管理模型提出对策:(一)P阶段:构建管理目标体系;(二)D阶段:建立跟踪指导记录手册;(三)C阶段:构建考核评价体系;(四)A阶段:形成反馈改善循环,在实践中取得良好效果。Strengthening research on the quality of education and management of college student CPC members is of great value to the implementation of the Party’s overall leadership of school work,the development and innovation of the theory of Party members’education and management,the promotion of college students’growth and success,as well as the improvement of the quality of talent cultivation in colleges and universities.Taking Taiyuan Institute of Technology as an example,it is found that there are some problems in the current education and management of college student CPC members such as poor self-education ability,being easily influenced by outside thoughts,a lack of novel content,form innovation as well as a lack of assessment and supervision of the quality of the education and management of the school,all of which are closely related to the social environment,the family environment and the management of the school.By introducing TQM theory,the paper proposes the following countermeasures based on PDCA quality management model:(1)P stage:building a management objective system;(2)D stage:establishing a tracking guidance record manual;(3)C stage:building an assessment and evaluation system;(4)A stage:forming a feedback to improve the cycle and obtaining good results in practice.
