摘　　要：“双高计划”建设单位党委巡察对项目建设具有积极的推动和促进作用,是党委检视加强党的政治建设的一面“镜子”、落实全面从严治党主体责任的一把“利剑”、提升学校内部治理水平的一把“钥匙”、检测“双高计划”建设的一把“标尺”。党委巡察监督重点应瞄准“双高计划”建设监督观测点,找准监督靶向,以实现摸清底数、防范风险、促进发展的目标,并通过健全“四责协同”工作机制、发挥“纪巡审”联动作用、开展“双高计划”专项巡察等方法路径提升党委巡察质效,为“双高计划”建设持续健康发展保驾护航。The inspection of the Party committee of the construction unit of the"Double high Plan"has a positive role in promoting and promoting the construction of the project,and is a"mirror"for the Party Committee to examine and strengthen the political construction of the Party,a"sword"for implementing the main responsibility of comprehensively and strictly governing the Party,a"key"for improving the internal governance level of the school,and a"ruler"for testing the construction of the"Double high Plan".The focus of inspection and supervision of the Party committee should aim at the construction supervision and observation points of the"Double high Plan",identify the supervision targets,so as to achieve the goals of finding out the bottom number,preventing risks,and promoting development,and improve the quality and effectiveness of the Party Committee inspection by improving the working mechanism of the"four responsibilities coordination",giving play to the linkage role of"discipline inspection and review",and carrying out special inspections of the"double high Plan".To ensure the sustainable and healthy development of the"double High Plan"construction.
