摘 要:公民数字能力不仅是教育数字化转型的关键要素,也是影响教育数字化转型质量的关键变量。目前,我国公民数字能力研究虽然受关注度较高,但理论层面仍存在数字能力与衍生概念混用、数字能力概念模型要素模糊、理论框架缺位、顶层设计缺乏等问题,实践层面缺少具有可操作性的公民数字能力框架、框架实施指南、测评认证工具、技能发展指数等。欧盟公民数字能力框架经过十余年持续发展和完善,目前已成为国际上发展和衡量公民数字能力的权威参考框架。以欧盟四版公民数字能力框架为研究对象,采用内容分析和比较研究法,从教育数字化转型视角探讨了欧盟四版公民数字能力框架的演进脉络、构成要素、更新特点和实践举措。研究发现,欧盟基于数字社会发展趋势作出整体研判,运用系统思维和方法超前布局,研制公民数字能力框架,并根据数字社会转型变化及时更新数字能力框架。此外,欧盟在公民数字能力发展实践中颁布了一系列有关数字能力的政策报告,并依据公民数字能力框架构建公民数字技能指数,动态监测欧盟公民数字技能指数发展状况,为其持续发展提供适切系统支持。鉴于此,我国高等教育数字化转型应强化数字能力本位目标导向,建立完善的数字能力提升目标体系;研制本土化数字能力框架,持续优化数字能力框架动态更新机制;构建本土化数字技能发展指数,持续开展师生数字技能动态评估;跟进全民数字技能发展需求,建立全生命周期的师生数字技能培训体系。Citizens’digital competence is not only the key element of educational digital transformation,but also the key variable affecting the quality of educational digital transformation.At present,although the research on Chinese citizens’digital competence has received much attention,there are some problems on the theoretical level,such as the mixing of digital competence and derived concepts,the ambiguity of conceptual model elements of digital competence,the absence of theoretical framework,the lack of top-level design,and the lack of operable citizens’digital competence framework,framework implementation guidelines,assessment and certification tools,and skill development index on the practical level.After more than a decade of continuous development and improvement,the EU citizens’digital competence Framework has become an authoritative reference framework for the development and measurement of citizens’digital competence in the world.Taking the fourth versions of the EU citizens’digital competency framework as the research object,this paper uses content analysis and comparative research methods to discuss the evolution,components,updating characteristics and practical measures of the fourth versions citizen’s digital competency framework of the European Union from the perspective of educational digital transformation.The findings are as follows:the EU makes an overall study and judgment based on the development trend of the digital society,uses systems thinking and methods to advance the layout,develops the digital competency framework of citizens,and updates the digital competency framework in time according to the transformation and change of the digital society.In addition,the EU has issued a series of policy reports on the development of its citizens’digital competence,built a citizen digital skills index based on the framework of citizens’digital competence,and dynamically monitored the development of EU citizens’digital skills index to provide appropriate systematic support for its sustai
