理性选择制度主义下域外高校战略联盟的动态嬗变与行为逻辑——来自英国罗素大学集团的范例

摘　　要：构建高校战略联盟,推动教育优势资源整合,提高高校整体竞争力已成为世界高等教育改革的重要趋向。与此同时,探索高校合作发展机制、建设高等教育优质资源共享平台也已被我国列为高等教育体制改革试点的重要内容之一。基于以行动舞台为核心的理性选择制度主义分析框架,以域外知名大学联盟——英国罗素大学集团为典型案例进行分析,着重从外部环境属性变量、行动舞台(行动情境与行动者)、相互作用模式、组织绩效及评估准则、制度重塑与创新等角度解构其联盟建构的动态嬗变及行为逻辑。在此基础上,借鉴罗素大学集团经验,探索未来我国高校战略联盟建构的可行性路径。Building strategic university alliances has become an important trend of the global higher education reform,in order to promote the integration of educational advantageous resources and improve the overall competitiveness.Meanwhile,exploring the cooperative development mechanisms of universities and building platforms for sharing highquality higher education resources have been listed as priorities in the pilot reform of China's higher education system.Based on the perspective of rational choice institutionalism that takes action stage as the core,this paper uses the Russell Group,a well-known overseas university alliance,as a typical case,and examines the dynamic evolution and behavioral logic primarily from the external environment attribute variables,action stage(action situation and actors),interaction mode,organizational performance and evaluation criteria,institutional remodeling and innovation.Furthermore,it summarizes the feasible path for building strategic university alliances in China by referring to the experience of the Russell Group.
