摘  要:高质量的高职教育质量评价既是高职教育实现高质量发展的“指挥棒”,又是高职教育高质量发展的题中之意。高职教育质量评价作为一种对高职教育价值的判断,其价值取向的生成不仅要关照高职教育作为一种教育类型的内在规律,还要致力于对当前高职教育质量发展呈现“三大逻辑”转向的实然状态背后隐藏的价值倾向性的完善,从而以能够引导高职教育实现“三大逻辑”转向的理想样态为追求,构建高职教育质量评价的应然价值取向:以高职教育高质量发展的底层逻辑为坐标参照,革新评价理念导向;以尊重并回应多元利益主体诉求为基本立场,突破评价难点;以高职教育质量文化内生为引擎,重置评价重点。高职教育质量评价应遵循应然价值取向的规定性,通过确立评价育人新理念、健全内外评价联动新机制、创新有效评价新实践来优化高职教育质量评价的路径,引领高职教育实现高质量发展。The high-quality quality evaluation of higher vocational education is not only the “baton” of higher vocational education to achieve high-quality development,but also the inner meaning of the high-quality development of higher vocational education.Currently,the higher vocational education quality evaluation is a value judgment to higher vocational education,the generation of the value orientation should not only keep an eye on the inherent law of higher vocational education presenting as an educational type,but also apply itself to the perfectness of hidden value orientation behind “three logic turning” of the current higher vocational education quality development,to guide higher vocational education to achieve the ideal state of “three logic turning”,and to build the willing value orientation of higher vocational education quality evaluation:taking the underlying logic of high-quality development of higher vocational education as the coordinate point to innovate the orientation of evaluation concept,taking respecting and responding to the demands of multiple interest subjects as a basic position to break through the difficulties of quality evaluation,and taking the endogenous quality culture of higher vocational education as the engine to reset the key points of quality evaluation.The quality evaluation of higher vocational education should follow the above provisions of the willing value orientation,optimize the approaches of quality evaluation of higher vocational education by establishing the new concept of evaluation education,improve the new mechanism of internal and external evaluation linkage,and innovate the new practice of the effective quality evaluation,so as to lead the high-quality development of higher vocational education.
