我国老年护理人力资源配置公平性研究

摘　　要：目的:研究2010-2020年中国老年护理人力资源配置量的空间分布变化趋势及公平性差异,探索各省份老年护理人力资源配置水平的影响因素,为政府科学合理配置老年人力资源提供参考。方法:计算按照总人口与老年人口分布的护士基尼系数和泰尔指数变化趋势。构建护士数量增长的多因素回归模型。结果:2010-2020年护士总数增长266万人,各省份护士数均有不同程度的增长。千老年人口护士数达24.70人,基尼系数由0.14下降至0.11。总泰尔指数下降,但组间泰尔指数略微提升。各省份护士配置数量与老龄化率等多种因素呈正相关。结论:2010-2020年我国老年护理人力资源持续发展,公平性不断改善,建议政府在配置护理人力资源时,综合考虑老龄化率等多种因素。Objective:To study the spatial distribution trend and equity differences of the allocation of elderly care human resources in China from 2010 to 2020,to explore the influencing factors of the elderly care allocation levels in various provinces,so as to provide references for the government to scientifically and reasonably allocate elderly care human resources.Methods:The Gini coefficient and Thiel index of nurses were calculated based on the distribution of the total population and the elderly population.This study constructed a multiple factor regression model for the growth of the number of nurses.Results:From 2010 to 2020,the total number of nurses increased by 2.66 million,and the number of nurses in various provinces increased to varying degrees.The number of nurses in the 1000 elderly population reached 24.70,and the Gini coefficient decreased from 0.14 to 0.11.The total Thiel index decreased,but the inter group Thiel index slightly increased.The number of nurses allocated in each province was positively correlated with various factors such as the aging rate.Conclusion:From 2010 to 2020,China's human resources for elderly care services continued to develop and the equity continued to improve.It is suggested that the government should consider various factors such as the aging rate comprehensively when allocating nursing human resources.
