摘　　要：营商环境是一个地方政治环境和社会环境的综合反映,营商环境与高校发展相互作用影响。本文主要以连云港市为研究对象,分析连云港市作为“一带一路”强支点城市的营商环境与高校发展现状,发现存在的问题和原因。进一步研究营商环境与高校发展在人才培养、合作办学、政产学研合作和科技成果转化等方面的相互作用,并在“一带一路下”战略背景下,结合连云港市产业发展特色。分别从连云港市政府和高校两个层面提出改善营商环境、促进高校发展的策略和建议。The business environment is a comprehensive reflection of the local political and social environment,and the interaction and influence between the business environment and the development of universities.This paper mainly takes Lianyungang City as the research object,analyzes the business environment and university development status of Lianyungang City as a strong fulcrum of the“the Belt and Road”,and finds the existing problems and reasons.Further study the interaction between business environment and university development in talent training,cooperative school running,government industry university research cooperation and transformation of scientific and technological achievements,and combine the industrial development characteristics of Lianyungang under the strategic background of“the the Belt and Road”.Propose strategies and suggestions for improving the business environment and promoting the development of universities from the perspectives of the Lianyungang Municipal Government and universities.
