高校数据治理的关键要素及其作用机制研究

摘　　要：如今,数据治理已经成为高等教育信息化的基础性工作,然而国内高校在对其进行具体实施的过程中却遇到重重困难,挖掘影响高校数据治理有效实施的关键要素以查摆不足、厘清问题根源成为解决当前问题的突破口,但是现有研究缺少在实然层面对影响高校数据治理有效实施的关键要素的探索。为此,文章运用扎根理论对访谈数据进行编码分析,挖掘了影响高校数据治理有效实施的7个关键要素,包括高层数据意识与凝聚力、促进性政策、技术人员的专业能力、业务人员的数据素养与部门利益、数据的丰富性与可用性、平台支撑能力和信息化部门的影响力。在此基础上,文章进一步从活动理论视角阐述了各要素之间的作用机理,旨在为高校构建数据治理的良好秩序提供参考。At present,data governance has become the fundamental work in the higher education informationization,yet domestic universities face numerous difficulties in the specific implementation process.Excavating the key factors affecting the effective implementation of data governance in universities to identify deficiencies and clarify the root causes of problems has become a breakthrough to solve current issues.However,few existing studies have explored the key factors affecting the effective implementation of data governance in universities.Therefore,this paper employed the grounded theory to perform code analysis of interview data,extracted seven key factors that impacted the effective implementation of data governance in universities,including high-level data awareness and cohesion,promotional policies,professional capabilities of technicians,data literacy and departmental interests of business personnel,richness and availability of data,platform support capabilities and the influence of information departments.On this basis,this paper further elaborated the action mechanism among these factors from the activity theory perspective,expecting to provide reference for constructing a sound order of data governance in universities.
