摘　　要：学前教育高质量发展,是学前教育发展的高级样态和终极旨归,是学前教育改革的根本要求与目标所在,是实现学前教育从“外延式发展”至“内涵式发展”、从“有质量”到“高质量”发展进程中呈现出的新特征、新变化。学前教育高质量发展是实现学前教育稳定式发展,解决资源分配不均衡不充分的功能性要求,是由教育大国转向教育强国的战略性要求,是最终实现人民对美好生活追求的应然性要求。实现学前教育高质量发展,可以通过深化学前教育均衡化、普惠化的体制机制,实现学前教师职业的高质量发展,加大特色学前教育体系的建设力度,构建学前教育质量监测管理体系等方面推进。High-quality development is the senior form,ultimate purpose,basic requirements and reform target on preschool education.The former assumes a new feature and a new change,when the latter is developing from extensionally to connotationally,and from a good to high-quality education.High-quality preschool education development ensures stable growth for preschool education,harnesses inadequate and unbalanced distribution of resources,meets national strategic demands for building a major country of education into a strong country of education,and relates to realizing people’s aspirations for a better life.High-quality preschool teachers development can be secured by deepening a balanced high-quality system and mechanism with public-benefit preschool education.The distinctively Chinese preschool education system must be intensified to fully advance the quality monitoring system construction and legal safeguards for preschool education.
