摘 要:流动儿童教育是“迁徙中国”最突出的教育公平问题,也是实现共同富裕的重要保障。文章基于江苏流动儿童的调研发现,面对新时代流动儿童上好校、学中优、流向广的教育需求变化,以往兜底式、分散性与地方化的教育帮扶政策尚无法有效应对。在新背景下,应站在个体自由发展的高度,借鉴整体性治理思想,以解决流动儿童教育多元化问题与需求为导向,从流动儿童与自身(含家庭)内部体系、与政府和社会(含校外培训机构)外部体系这两条线索的关联、协调与整合关系中,构建“三维一体”的教育融入机制,助推其教育高质量发展。Migrant children's education is currently the most prominent issue of educational equity in China,and it is also an important guarantee for achieving common prosperity.Based on the study of Jiangsu Province,it is found that faced with the changing educational needs of migrant children in the new era,such as attending good schools,achieving excellence in education,and having a wide range of educational flows,the previous bottom-up,decentralized,and localized educational assistance policies are unable to effectively deal with them.We should stand at the height of individual free development,draw inspiration from the idea of holistic governance,and meet the diverse educational needs of migrant children.From the connection,coordination,and integration relationship between migrant children and their own(including family)internal system,as well as the external system of the government and society(including off-campus training institutions),we should construct a "three-dimensional integration" education mechanism to promote high-quality education development.
