摘 要:乡村学校布局调整对于提升教育质量和促进乡村发展具有重要意义。我国乡村学校自2001年开始实行以撤并为主的布局调整,二十多年来乡村教育资源得到较好整合,规模效应得到一定提高,但乡村学生、乡村家长、乡村社会等利益相关方也面临发展的不利处境。在乡村振兴、三孩生育政策和教育高质量发展背景下,乡村学校存续之声愈来愈强。乡村学校布局调整具有减少就学风险、助力乡村振兴、打造乡村学校新样态、满足人口结构调整等多重价值意蕴,乡村学校布局调整这一社会行动在新时代还需要再思考。借助“AGIL”模型构建乡村学校布局调整框架:在适应方面,充分考虑各方需求;在目标方面,兼顾办学公平与质量;在整合方面,立足乡村“因校施策”;在模式维持方面,赋能乡村学校自主发展,实现乡村学校内涵式发展。The adjustment of the layout of rural schools is full of great significance for improving the quality of education and promoting the development of rural areas.Since 2001,rural schools have implemented the readjustment of the distribution based on withdrawal and integration.In the past two decades,rural education resources have been well integrated and the scale effect has been improved.But rural students,rural parents,rural society and other stakeholders are also facing a disadvantageous situation.Under the background of rural revitalization,the"three-child policy"and high-quality education development,the voice of preserving rural schools is getting stronger,but the tendency of continuous decline in the number of rural schools has not been substantially alleviated.Rural school layout adjustment has the value implications of reducing the risk of schooling,helping rural revitalization,creating a new pattern of rural schools,and meeting the adjustment of population structure,etc.The social action of rural school layout adjustment needs to be rethought in the new era.With the help of"AGIL"model,a rural school layout adjustment framework is constructed:in terms of adaptation,the needs of all parties are fully considered;in terms of objectives,both equity and quality are taken into account;in terms of integration,it is based on the village to achieve the"school policy";in terms of mode maintenance,making rural schools develop independently to realize the connotative development of rural schools.
