摘 要:中国-东盟教育合作是“一带一路”倡议首个十年中国教育对外开放最成功的案例之一。研究依托人员、领域、治理的框架分析中国-东盟教育合作,发现学生流动的主体性地位持续强化、教师流动取得优先性和战略性地位、教育合作领域更加立体化和协同化、教育合作制度与治理体系持续优化。中国-东盟教育合作存在中国面临教育合作需求增长与外部竞争加剧、东盟各国教育现代化转型与需求收缩、渠道数字化的系统性变革等挑战。为推进中国-东盟教育合作高质量发展,教育行政部门和学校等可对接区域教育合作的新需求,推动学生流动的数量增长和质量提升;定位区域教育合作的新结构,打造层次多样、供给充足的教师队伍;扩展区域教育合作的新领域,建立更具韧性的教育合作体系;不断完善区域教育合作的制度,推动教育合作治理体系的现代化发展。In the first ten years of the"Belt and Road Initiative",the education cooperation between China and ASEAN has grown into one of the most successful cases of China's education opening-up to the outside world.Relying on the framework of personnel,field,institution and governance,the research analysis found that the educational cooperation between China and ASEAN has achieved the following outcomes:the steady growth of student mobility,the prioritized and strategic improvement of teacher mobility,the three-dimensional and synergistic development of educational cooperation fields,and the consistent improvement of the educational cooperation institution and governance system.However,the regional education cooperation is also facing profound challenges,including ASEAN's increasing demand of China's education and the intensifying external competition in education cooperation;ASEAN is in a challenging period of education modernization transformation and shrinking demand;and the systemic challenges caused by digitization of cooperation channels.To promote the quality development of education cooperation in the future,the administrative departments for education,universities and other stakeholders can promote the quantity growth and quality improvement of student flow based on the new needs of regional education cooperation,create and develop a team of teachers with various levels and sufficient supply,continuously expand the regional education cooperation to establish a more resilient education cooperation system,consistently improve the system of regional education cooperation and promote the modernization of the education cooperation governance system.
