内涵式发展视域下对高等教育公平问题的认识和思考

摘　　要：内涵式发展模式为高等教育公平提供了更优质的生态环境,但我国高等教育系统的自身发展仍存在理念功利化、机构分层异化、资源配置市场化等内在瓶颈。针对现存问题,提出内涵式发展视域下促进高等教育系统内部公平的建议:以革新高等教育公平分配原则为起点,以增强多样性高等教育机构认同为抓手,以促进高等教育资源3个维度合理分配为核心。以期实现高等教育系统的内部公平。在此基础上,通过高等教育系统与社会系统的外部协同,进一步实现更高质量的高等教育公平,主要途径有:探寻高校与社会利益共享的协作意愿,构建高校与社会稳定发展的共同目标,搭建高校与社会共同参与的信息联系,以期推动“有智”高校和“有治”社会的稳定发展,提升民众对于高等教育公平和社会生活质量的满意度,强化我国高等教育体系的国际竞争力。The connotative development model provides a better ecological environment for higher education equity but there are still internal bottlenecks in the development of China′s higher education system such as utilitarian concepts hierarchical alienation of institutions and marketization of resource allocation.In view of the existing problems this paper puts forward sug-gestions for promoting the intrinsic fairness of the higher education system from the perspective of connotative development to improve the recognition of the diversity of high-quality institutions by starting from the reform of the principle of fair distribution of higher education promote the structural rationality of three-dimensional allocation of resources by enhancing the identity of di-verse higher education institutions promote the rational distribution of higher education resources in three dimensions as the core and promote the two-way participation and collaborative interaction between the higher education system and the social system.with a view to achieving inherent equity in the higher education system.On this basis through the external collaboration between the higher education system and the social system the main ways to further achieve higher quality higher education equity are explore the willingness of universities and society to share benefits build a common goal of stable development of universities and society build information links between universities and society.In order to promote the stable development of"intelligent"universities and"governed"society improve people′s satisfaction with the fairness of higher education and the quality of social life and strengthen the international competitiveness of China′s higher education system.
