摘  要:为提高公立医院人力资源管理精细化水平,实现人力资源管理效率、医院服务效能和效益最大化,人力资源管理部门坚持从医院发展战略、整体性运营角度出发,转变管理理念,运用投资回报、成本领先等财务思维,制定落实人力资源管理各项决策措施,促进医院运营管理水平全面提升,推动公立医院高质量发展。To improve the fine management of human resources in public hospitals and maximize the efficiency of human resource management and the efficiency and benefit of hospital services,the human resource management department proceeds from changing the management concept from the perspective of hospital development strategy and overall operation,and adopts financial thinking,such as return on investment and cost first,to formulate and implement various decision-making measures of human resource management so as to advance the overall improvement of hospital operation and management and promote the high-quality development of public hospitals.
