摘  要:新奥法(New Austrian Tunneling Method,NATM)指新奥地利隧道施工方法。该施工方法自20世纪70年代引入我国以来,始终将安全生产管理摆在首位。夯实隧道新奥法施工安全生产管理的理论基础,明确安全生产管理要点,加强安全生产风险预控,对确保隧道新奥法施工安全生产起着重要作用。因此,文章基于海因里希因果连锁论、安全系统理论、事故频发倾向论、能量意外释放理论,总结了隧道新奥法施工安全生产管理要点,并结合某项目实践,以BP神经网络评价模型为例,评估了隧道新奥法施工安全风险,提出了加强安全风险应对的管理措施。The New Austrian Tunneling Method(NATM)refers to the new Austrian tunnel construction method.Since its introduction to China in the 1970s,this construction method has always put safety production management in the first place.Tamping the theoretical foundation for safety production management in tunnel construction by NATM,clarifying the key points of safety production management,and strengthening the pre-control of safety production risks play an important role in ensuring the safety production of tunnel construction by NATM.Therefore,based on Heinrich’s accident causation sequence theory,safety system theory,accident proneness theory and energy accidental release theory,this paper summarizes the key points of safety production management in tunnel construction by NATM.Combined with a project practice,taking the BP neural network evaluation model as an example,the safety risk of tunnel construction by NATM is evaluated,and the management measures to strengthen the safety risk response are put forward.
