摘  要:随着我国新时代教育评价改革的深入推进,“高绩效”成绩单下的价值评价成为了教师评价改革的热点问题。目前高校教师评价主要依据绩效考核结果进行价值判断,但遗憾的是大多数教师绩效考核方案的顶层设计上存在价值结构撕裂、调适结构失灵和功能结构冲突等结构性矛盾,缺乏对教师行为价值的有效识别,致使难以还原“立德树人”核心绩效与“搭便车”边缘绩效的价值“全貌”。为此,积极回应我国新时代教育评价改革要求,以育人为导向,以标杆管理为理论框架构建基于发展因子的高校教师评价体系,并以某高职院校的二级学院为对象进行成果实践,重构多集群全关系的价值判定。研究结果不但为新时代高校教师评价改革提供新的研究视角,而且为构建一个具有内在张力和自适应能力的教师评价体系、推动现代大学治理体系现代化建设提供理论支撑和工具支持。With the deepening of education evaluation reform in China’s new era,the value evaluation under the“high performance”report card has become a hot issue in teacher evaluation reform.At present,the evaluation of college teachers is mainly based on the performance appraisal results for value judgment,but unfortunately,the top-level design of most teacher performance appraisal schemes has structural contradictions such as value structure tearing,adjustment structure failure and functional structure conflict,and lacks effective identification of the value of teachers’behavior,making it difficult to restore the value“full picture”of the core performance of“cultivating virtue and cultivating people”and the marginal performance of“free rider”.To this end,this paper actively responds to the requirements of education evaluation reform in the new era in China,constructs a college teacher evaluation system based on development factors with education as the guide,benchmarking management as the theoretical framework,and conducts achievement practice with the second-level college of a vocational college as the object,and reconstructs the value judgment of multi-cluster and full-relationship.The research results not only provide a new research perspective for the reform of college teacher evaluation in the new era,but also provide theoretical support and tool support for building a teacher evaluation system with internal tension and adaptive ability,and promoting the modernization of modern university governance system.
