摘  要:我国教育信息化正步入转型升级攻坚期,是抢占国际信息化竞争制胜高地的重要时期。研究聚焦中国教育信息化相关政策,从起步萌芽、建设普及、融合发展、转型升级四个阶段诠释政策发展过程,深度剖析教育信息化政策发展演进的逻辑与机制,并尝试从育人范式、教育基建、数字转型、资源供给、治理能力五个方面提出建立新时代教育信息化政策体系的建议,为制定、出台和落地我国教育信息化政策、探求未来教育信息化发展方向以及推动中国教育信息化跨越式发展出谋划策、提供支持。China's education informatization is entering a critical period of transformation and upgrading.New enabling education informatization has become the core task of high-quality development of Chinese education.This paper focuses on the relevant policies of education informatization in China,and interprets the policy development process from four stages:starting from the beginning,construction and popularization,application prosperity,transformation and upgrading,and deeply analyzes the logic and mechanism of the development and change of education informatization policy.It also tries to put forward suggestions on the establishment of the policy system of education informatization in the new era from five aspects:education paradigm,education infrastructure,digital transformation,resource supply,governance capacity.This paper aims to provide suggestions and support for the formulation,promulgation and landing of China's education informatization policy,exploring the future development direction of education informatization and promoting the leapfrog development of China's education informatization.
