摘 要:多元办学是德国双元制大学教育的致胜法宝。我国建立新型本科职业大学迫切需要转变学校“一头挑”的不利局面,集聚企业、行业协会等多元办学主体力量助力办学层次升级转型。以德国巴登-符腾堡州立双元制大学为例,总结德国双元制大学多元办学模式、体制架构和经验做法。基于《联邦职业教育法》、德国职业教育合同的文本分析,梳理德国双元制大学对多元办学主体的权责划分,建议我国完善本科职业大学多元办学的制度体系,健全多元办学管理体制架构,明晰企业、学校等多元办学主体权责,最终形成多元办学主体合作共融关系。Multiple school-running is the key to the success of German dual-system universities.The establishment of a new type of undergraduate vocational university in China urgently needs to change the unfavorable situation of the school s“one head”,and gather the strength of multiple school-running subjects such as enterprises and industry associations to help the upgrading and transformation of school-running levels.Taking the dual-system university of Baden-Württemberg State in Germany as an example,this paper summarizes the multiple school-running mode,institutional structure and experience of German dual-system universities.Based on the text analysis of the Federal Vocational Education Law and the contracts of German vocational education,this paper sorts out the division of powers and responsibilities of German dual-system universities for multiple school-running subjects.It is suggested that China should improve the institutional system of multiple school-running of undergraduate vocational universities,improve the framework of management system of multiple school-running,clarify the powers and responsibilities of multiple school-running subjects such as enterprises and schools,and finally form a cooperative and inclusive relationship among multiple school-running subjects.
