摘  要:学习发展能力是中小学教师的核心能力之一,开展教师学习发展能力测评研究具有促进义务教育提质减负、深化教师评价改革、助力高素质教师队伍建设的价值意蕴。基于相关政策文件和学术研究成果,阐释教师学习发展能力的内涵和外延,构建学习发展能力的理论框架和测评指标体系。研究认为,教师学习发展能力包含两个二级测评指标:自主学习能力和专业发展能力;7个三级测评观测点:学习规划制定、学习方法掌握、学习习惯养成、学习成效评价、专业发展规划、专业发展诊断、专业发展提升;以及12个关键性行为表现。研究为科学测评教师学习发展能力水平奠定了理论基础。Learning and development ability is one of the core competenties of primary and secondary school teachers.The study of teachers′learning and development ability helps to promote the quality of compulsory education and reduce students′burden,as well as deepen the reform of teacher evaluation.Based on relevant policy documents and academic research results,it explains the connotation and dimensions of teacher′s learning and development ability,and proposes an evaluation index system of teachers′learning development ability,which includes two secondary evaluation indicators:self-directed learning ability and professional development ability;7 three-level evaluation observation points include learning planning formulation,learning method mastering,learning habit formation,learning effectiveness evaluation,professional development planning,professional development diagnosis and professional development promotion as well as 12 key behavior performances.This research lays a theoretical foundation for the accurate measurement and evaluation of teachers′learning and development ability.
