摘  要:面临突发公共卫生事件威胁、基础教育资源配置紧张、技术催化教学场景升级和人民教育质量需求提升的多重挑战,全球多国开展了基础教育数字化转型行动,这也成为了国际教育变革的实践趋势。为了助推我国基础教育数字化发展,借助战略地图分析方法对美国、英国、澳大利亚、德国、芬兰、韩国、加拿大、日本、新加坡等国家的教育数字化转型图景进行解构,发现发展师生数字素养是战略目标的具体指向,并受到注重公平、关怀与福祉的文化价值引领;同时,塑造以政府为中心的外部支持格局,“教、学、评”持续改进的学校内部支持体系,以及发挥学术责任助推教育数字化研究是关键策略。鉴于此,我国可制定适合国情、以人为本的渐进式战略规划;构建政府主导、产学研协同的元治理格局;形成扎根教学、学校为单位的改革动力机制,走具有中国特色的基础教育数字化转型道路。Faced with the multiple challenges of the threat of public health emergencies,strained resource allocation in basic education,technology-catalyzed upgrading of teaching and learning scenarios,and rising demand for quality education from the people,many countries around the world have launched initiatives to transform basic education digitally,which has become an international trend of educational change in practice.In order to contribute to the digital development of basic education in China,the digital transformation picture of education in the US,UK,Australia,Germany,Finland,Kore-a,Canada,Japan and Singapore is deconstructed with the help of the strategic map analysis method,and it is found that the development of teachersand studentsdigital literacy is the specific direction of the strategic goal,and it is led by the cultural values of fairness,caring and well-being.At the same time,shaping a government-centered pattern of external support,an internal support system for continuous improvement in teaching,learning and assess-ment,and academic responsibility to promote digital research in education are key strategies.In view of this,China needs to develop a progressive strategic plan that suits the national context and is people-centred;build a meta-governance pattern that is government-led and collaborative with industry,academia and research;and form a reform-driven mechanism that is rooted in teaching and learning and school-based,so as to develop a digital transformation path for basic education with Chinese characteristics.
