依法治校视角下高职院校党政议事规则制定现状与对策

摘　　要：公办高职院校建立健全党政议事规则,应服务于党委领导下的校长负责制的更好落实、依法治校水平的不断提升、内部治理关系的妥善处理。然而,党政议事规则的制定存在对标法规文件不够严谨、议事决策边界不够清晰、配套机制不够健全、依法决策水平有待提高、既定议事规则执行不到位等问题。因此,在依法治校的大背景下,高职院校完善和落实党政议事规则,应认真对标法规、明晰议事内容、健全配套机制、强化法治保障、加强检查评估。From the perspective of rule of law in school management,the establishment and improvement of the rules of procedure of the Party committee and school administration in higher vocational colleges should serve the better implementation of the presidential responsibility system under the leadership of the Party committee,the continuous improvement of the level of rule of law in school management and the proper handling of the internal governance relationship.At present,in public higher vocational colleges,there are some problems in the process of implementing the rules of procedure of the Party committee and school administration,such as not strictly complying with relevant laws and regulations,the less explicit boundary in decision-making,the less sufficient support system and mechanism,the lack of further improvement in the level of decision-making according to law,and the lack of enough implementation of the established rules of procedure.Therefore,in the context of managing school by law,to improve and implement the rules of procedure of the Party committee and school administration in higher vocational colleges,we should carefully benchmark the laws and regulations,clarify the contents of the proceedings,improve the supporting mechanism,strengthen the guarantee of the rule of law,and strengthen inspection and evaluation.
