考试招生制度改革的动因、进路与方向

摘　　要：考试招生制度改革是一项既要满足教育系统内外部客观现实需求,又要解决考试招生制度本身的科学性与公平性问题,同时还需回应不同利益相关群体的多元诉求的重大制度改革。党的十八大以来,新一轮考试招生制度改革作为深化教育领域综合改革的重要战略部署取得了实质性进展,促进学生健康发展、促进科学选拔人才、维护社会公平的改革目标基本实现;分类考试、综合评价、多元录取的考试招生模式基本形成,中国特色的现代教育考试招生制度基本建立。在全面建设社会主义现代化国家的新征程上,考试招生制度改革要服务于实现中国式现代化、建设教育强国的新使命、新要求,按照深化新时代教育评价改革总体部署,以考试招生制度现代化助推中国教育现代化。The reform of the examination and enrollment system should not only meet the objective and practical needs both inside and outside the education system,but also address the scientific and fair issues of the examination and enrollment system itself,and also respond to the diverse demands of different stakeholders.Since the 18th National Congress of the Communist Party of China,the reform of the examination and enrollment system has made substantial progress as an important strategic deployment for deepening the comprehensive reform of education.We have largely achieved the reform objectives of promoting the healthy development of students,promoting scientific selection of talents and maintaining social equity.The enrollment model has generally taken shape with classified examination,comprehensive evaluation,and diversified admission.A modern education examination and enrollment system with China characteristics has been established.On the new journey of building a modern socialist country in an all⁃round way,the reform of the examination and enrollment system should adapt to the new situation and new mission of realizing Chinese path to modernization and building up China’s strength in education.In accordance with the overall plan of deepening the reform of education evaluation in the new era,the modernization of the examination and enrollment system should boost the modernization of education in China.
