政府购买学前教育服务的理论逻辑、实践困境与发展路径——基于17个地区政策文本的分析

摘  要:政府购买学前教育服务作为一种新型的学前教育公共服务供给方式,已日益成为我国各地提高学前教育公共服务供给质量和效率的重要途径。然而,在推进政府购买学前教育服务的过程中,许多地区仍面临着一系列的困境,包括购买对象的承接能力薄弱、购买内容大多较为单一、竞争性购买方式运用不足、购买服务的监管评估机制不完善。对此提出如下建议:积极扶持和培育社会组织,提高社会组织的承接能力;适当拓宽购买服务的内容,精准实施政府购买学前教育服务;强化购买服务的竞争机制,推进竞争性购买方式的运用;健全完善监督和评估机制,提高购买服务的监管评估效率。Government purchase of preschool education services,as a new type of public service supply mode of preschool education,has increasingly become an important way to improve the quality and efficiency of public service supply of preschool education in various regions of China.However,in the process of promoting government purchase of preschool education services,many regions are stillfacing a series of difficulties,including weak ability to accept purchase objects,mostly single purchasing content,insufficient use of competitive purchasing methods,and imperfect supervision and evaluation mechanisms for purchasing services.The fllowing suggestions are put forward:the governing bodies concerned should actively support and cultivate social organizations to improve their capacity to undertake;properly broaden the content of purchasing services,and accurately implement government purchase of preschool education services;strengthen the competitive mechanism for purchasing services and promote the use of competitive purchasing methods;improve the supervision and evaluation mechanism and improve the efficiency of supervision and evaluation for purchasing services.
