贫困地区教育扶贫效率分析——以湘西土家族苗族自治州为例

摘　　要：以湘西州为例,运用三阶段DEA模型,对湘西州2014—2019年教育扶贫的效率进行评价。结果显示,在不考虑环境及随机误差等情况下,湘西州教育扶贫的综合技术效率水平整体偏低。SFA回归分析表明,外部环境因素对教育扶贫的效率有显著影响,其中人均生产总值有利于提高教育扶贫的效率水平,而城镇化率和财政预算一般收入会降低教育扶贫的效率水平。应该正视地方政府在教育扶贫中的主导作用,提升教育扶贫资源投入的可持续性;合理配置资源,提高教育资源的利用效率;将教育扶贫与乡村振兴战略有效衔接,实施后脱贫时代教育脱贫新举措。Taking Xiangxi Prefecture as an example,a three-stage DEA model is used to evaluate the efficiency of education poverty alleviation in Xiangxi Prefecture from 2014 to 2019.The results show that,without considering environmental factors and random errors,the overall level of comprehensive technical efficiency in education poverty alleviation in Xiangxi Prefecture is relatively low.SFA regression analysis shows that external environmental factors have a significant impact on the efficiency of education poverty alleviation,with per capita gross domestic product beneficial for improving the efficiency level of education poverty alleviation,while urbanization rate and general fiscal budget income can reduce the efficiency level of education poverty alleviation.We should face up to the leading role of local governments in poverty alleviation through education,and enhance the sustainability of resource investment in poverty alleviation through education;reasonably allocate resources to improve the efficiency of educational resource utilization;effectively linking education poverty alleviation with rural revitalization strategies,and implementing new measures for education poverty alleviation in the post poverty alleviation era.
