政府简政放权后地方高校 承接权力面临的困境与出路

摘　　要：政府简政放权有利于落实高校的办学自主权。调查研究表明,全国29个省、市、自治区的85所地方高校,在政府简政放权后,采取有效举措承接权力予以落实,成效明显,并存在差异:承接的每项权力在不同层次与类型的高校之间存在差别,本科好于专科;重点本科的实施效果好于一般本科,但落实情况则相反;行政权力的落实情况与实施效果均好于学术权力。目前政府简政放权存在着放权力度不够、针对性不强、服务不到位、推进不均衡、信息不共享等问题,高校准备不充分、理解不透彻、落实不彻底。对此,需要政府加大放权,简化程序;针对差异,分层推进;增加投入,优化管理;搭建平台,共享资源;加强监管,提供服务。高校要更新治理观念,完善配套制度,提供监管服务,提升治理能力。Existing research shows that 85 colleges and universities from 29 provinces and autonomous regions have adopted measures to carry on the decentralization of government,producing adaptive effects.The implementation and effect of undergraduate colleges and universities are better than that of colleges and universities;the implementation effect of key undergraduate universities is better than that of general undergraduate universities,and the implementation of general undergraduate universities is better than that of key undergraduate universities.At present,the government s simplified administration and decentralization are still facing the problems of insufficient decentralization,poor targeting,insufficient services,uneven promotion,and inadequate information sharing mechanisms;colleges and universities are inadequate preparations,incomplete understanding,and incomplete implementation.In this regard,the government needs to:Increase decentralization and simplify procedures;aim at differences and advance in layers;increase investment and optimize management;build platforms and share resources;and strengthen supervision and provide services.Universities need to update their governance concepts,improve supporting systems,provide regulatory services,and improve their governance capabilities.
