论文数量的多寡是否会影响职称评审成功率?——基于某省自然科学职称数据的实证检验

摘　　要：论文作为一项能够代表科技专业人员内在科研能力特质的重要指标,对于科技人才成功通过职称评审起到不可忽视的作用。以某省2019—2021年530名自然科学系列高级职称备案数据为研究对象,采用Logit模型实证检验申请人拥有有效论文(专著)数量的多寡对职称评审成功率的影响。实证研究结果表明:申请人拥有有效论文(专著)数量越多,职称评审成功概率越大,这也映射了职称评审中“论文优势”的客观存在性。结合回归分析结果发现,尽管有效论文(专著)数量对职称评审成功率具有正向作用,但它并不是唯一的决定因素,职称评审成功率还受到申请人的年龄、工作年限、学历背景等因素影响。进一步检验发现,无论是副高级和正高级评审样本,还是基础研究类、应用研究和技术开发类、科技咨询类3类人才分样本,抑或不同年份的分样本,申请人拥有有效论文(专著)数量的增加都有助于提升职称评审成功率,其结论具有稳健性。这对合理引导我国科技人才评价改革,进一步完善自然科学领域专业技术人才职称评审提供了参考。As an important index that can represent the intrinsic characteristics of scientific research ability of scientific and technological professionals,the thesis plays an important role in the success of scientific and technological talents through the evaluation of professional titles.Taking the data of 530 natural science researchers'senior titles from 2019 to 2021 in a province as the research object,Logit model was used to empirically test the impact of the number of valid papers(monographs)on the success rate of title evaluation.The empirical research shows that the more effective papers(monographs)the applicant has,the greater the probability of success in professional title evaluation,which also reflects the objective existence of"paper advantage"in professional title evaluation.The joint regression results show that although the number of valid papers(monographs)has a positive effect on the success rate of professional title review,it is not the only determinant,and the success rate of professional title review is also affected by the applicant's age,working hours,educational background and other factors.Further inspection found that no matter the sample of deputy senior and senior review,or the sample of basic research,applied research and technology development,science and technology consulting,or the sample of different years,the increase in the number of applicants with valid papers(monographs)will help to improve the success rate of professional title review,and the conclusion is robust.This provides a useful reference for guiding the reform of scientific and technological personnel evaluation and further improving the evaluation of professional and technical personnel titles in the field of natural science.
