新《职业教育法》实施下地方职业教育政策的完善路径——基于H省43份职业教育政策的文本分析

摘　　要：2022年5月新修订的《职业教育法》正式实施,为了更好地贯彻落实新修订的《职业教育法》,需要及时调整与新法相冲突的地方职业教育政策。以H省43份地方职业教育政策文本为分析对象,使用Nvivo12软件,依据公共政策学的利益团体理论与精英理论视角对地方职业教育政策进行综合评析,结合新法实施对地方职业教育政策修订的影响,分析地方职业教育政策的废、改、立、释等问题,提出地方职业教育政策应以新法为依据落实关键政策,并体现区域职业教育发展特色,而且需要适时推动地方职业教育政策的清理与整合等建议,以增强职业教育服务地方社会经济发展的适应性,为地方职业教育高质量发展提供源源不断的法律与政策供给。In May 2022,the newly revised Vocational Education Law was officially implemented.In order to better implement the newly revised Vocational Education Law,it is necessary to adjust local vocational education policies that conflict with the new law in a timely manner.Taking 43 local vocational education policy texts in H Province as the analysis object,using Nvivo12 qualitative analysis software,the local vocational education policy was comprehensively evaluated and analyzed from the perspective of interest group theory and elite theory of public policy,combined with the impact of the implementation of the new law on the revision of local vocational education policy,analyzed the abolition,reform,establishment and interpretation of local vocational education policy,and proposed that the improvement of local vocational education policy should serve to build a regional characteristic vocational education development system,and timely promote the clean-up and integration of local vocational education policies and other suggestions,so as to enhance the adaptability of vocational education to serve local social and economic development,and provide a steady stream of legal and policy supplies for the high-quality development of local vocational education.
