高质量发展背景下高职院校内部治理现状、困境与实施路径——基于56所“双高计划”院校章程文本的分析

摘　　要：以56所“双高计划”院校章程为研究对象,运用NVivo11软件对高职院校内部治理的相关章程内容进行文本编码,发现高职院校内部治理存在着治理主体结构单一、职责边界模糊,治理内容特色不强、缺乏制度支持、学术弱化,治理机制难成体系、运行不畅等问题。对此高职院校应依据章程,明确治理主体职责;结合地方办学实际,完善治理内容;健全内部治理体制机制,推动治理体系有序运转。Using the charters of 56 colleges listedin'Double High-Level Initiative'as the research focus,NVivo11 software was employed to textually encode the relevant content of internal governance in higher vocational colleges.It was discovered that these colleges face issues with a singular governance structure,blurred responsibility boundaries;a lack of distinctive governance content,institutional support,and academic emphasis;and unsystematic governance mechanism,inefficient operations.To address these issues,higher vocational colleges should clarify governance responsibilities according to their charters,improve governance content in conjunction with local educational practices,and strengthen internal governance systems and mechanisms to facilitate orderly governance operations.
