摘　　要：地方综合性大学作为地方教育资源的重要载体和人才培养基地,本应在非学历教育领域为地方的教育环境改善、社会人才培养贡献重大力量。然而,这些大学在非学历教育的推进和发展上却还存在诸多问题与挑战。为此,本文以近期国家与天津市关于非学历教育的政策为研究起点,在终身学习的视域下分析并确定出天津市地方综合性大学非学历教育的定位。在此基础上,提出了一系列有针对性的发展策略,以提升地方综合性大学非学历教育的质量与影响力。Local comprehensive universities,serving as key carriers of local educational resources and talent cultivation base,should have made significant contributions to the improvement of local educational environment and social talent cultivation in the field of non-degree education.However,there are still many problems and challenges in the promotion and development of non-degree education in these universities.Therefore,this paper takes the recent national and Tianjin policies on non-degree education as the research starting point,analyzes and determines the positioning of non-degree education in local comprehensive universities in Tianjin from the perspective of lifelong learning.On this basis,a series of targeted development strategies have been proposed to enhance the quality and influence of non-degree education in local comprehensive universities.
