摘 要:利用NVivo12质性分析软件对我国20多年来的科学教育政策进行编码与分析,发现我国科学教育政策主要包括教育理念、教育目标、基本内容和实施方式4个构成要素。进一步分析发现,科学教育政策具有以下特征:(1)教育理念尊重学生差异性、发挥学生主体性、适应经济社会发展需求和服务于社会主义现代化强国建设;(2)教育目标即培养学生的知、情、意、行;(3)基本内容融合人文科学与社会科学,并结合校外力量开展科学实践;(4)实施方式以开发和利用社会资源与媒体来实现社会学习,以完善科学教育体系来实现学校学习,并向中西部科学教育资源短缺地区倾斜。针对上述特征提出以下8条建议:(1)尊重学生内在兴趣,发挥学生主体价值;(2)扩大国际科教交流合作,构建开放创新生态;(3)突出立德树人导向,落实时代根本任务;(4)拓展科学课堂时空,加强思维能力训练;(5)增强各领域间的联系,完善科学教育内容;(6)借力地方政策规划,挖掘乡土科教资源;(7)深入推进社会学习,高校辅助学校学习;(8)发挥家庭教育优势,激发科学创新萌芽。Using NVivo12 qualitative analysis software to coad and analyze science education policies in China over the past 20 years,it was found that science education policies mainly include four components in China:educational philosophy,educational goals,basic content,and implementation methods.Further analysis reveals that science education policies have the following characteristics:(1)educational concepts respect students′differences,give full play to students′subjectivity,adapt to the needs of economic and social development,and serve the construction of a socialist modernized country;(2)The educational goal is to cultivate students′knowledge,emotions,intentions,and actions;(3)The basic content integrates humanities and social sciences,and combines external forces to carry out scientific practice;(4)The implementation method is to develop and utilize social resources and media to achieve social learning,improve the science education system to achieve school learning,and tilt towards areas with scarce science education resources in the central and western regions.Propose the following 8 suggestions based on the characteristics of science education policies:(1)Respect students′intrinsic interests and unleash their subjective value;(2)Expand international scientific and educational exchanges and cooperation,and build an open and innovative ecosystem;(3)Highlighting the guidance of moral education and cultivating talents,and implementing the fundamental tasks of the times;(4)Expanding the time and space of science classrooms and strengthening the training of thinking abilities;(5)Strengthen connections between various fields and improve the content of science education;(6)Leveraging local policy planning to tap into local science and education resources;(7)Deeply promote social learning,and universities assist school learning;(8)Utilize the advantages of family education to stimulate the emergence of scientific innovation.
