公安院校教学质量保障体系建设问题及对策研究

摘　　要：公安院校教学质量保障体系是公安院校基于自身人才培养目标定位,坚持政治建校和政治建警方针,确保培养合格人民警察的教学质量动态管理系统,对公安院校人才培养和公安队伍建设具有重要意义和价值。当前,公安院校教学质量保障体系建设尚存在机构设置不甚健全,职能定位发挥不足;制度建设不够完善,诊改闭环成效未显;主动改进相对不足,长效机制运行不畅;质量意识有待加强,质量文化建设滞后等问题。公安院校需从物质层面、制度层面、行为层面和精神层面入手,全面加强教学质量保障体系建设,确保公安院校人才培养的质量和水平。The teaching quality assurance system of public security universities and colleges is a dynamic management system for teaching quality,which is based on the positioning of their own talent cultivation goals,adheres to the policy of political school building and political police building,and ensures the cultivation of qual-ified police officers.It has important significance and value for talent cultivation and police team construction in public security universities and colleges.However,there are still shortcomings in the construction of the teaching quality assurance system,such as inadequate institutional settings and functional positioning.The system con-struction is not perfect enough,and the closed-loop effect of diagnosis and reform is not evident.Proactive im-provement is relatively insufficient,and the long-term mechanism is not running smoothly.Quality awareness needs to be strengthened and there are issues and contradictions such as lagging quality culture construc-tion.Public security universities and colleges need to comprehensively strengthen the construction of teaching quality assurance system from the material,institutional,behavioral,and spiritual aspects,to ensure the quality and level of talent cultivation in public security universities and colleges.
