摘 要:目的:综合运用多种考核方法构建平时考核、年度考核、专项考核、任期考核四位一体的适宜公立医院高质量发展的中层干部考核体系。方法:通过改良专家咨询法,结合工作实际,确定不同维度中层干部的考核指标及权重赋值。结果:以团队业绩体现干部个人业绩,实绩量化建立中层干部四位一体的考核体系。咨询专家对一级指标的重要性、合理性、可测量性、可考核性评分和认可度均较高。结论:统筹兼顾、综合运用各类考核评价,使其相互补充、相互印证,可增强考核体系的完整性和系统性。科学合理、客观公正的干部考核体系有利于培育一支忠诚、干净、担当的高素质专业化干部队伍。Objective:Comprehensively using a variety of methods,daily assessment,annual assessment,special assessment,and term assessment constitute an integrated evaluation system for middle-level cadres,which is suitable for the high-quality development of public hospitals.Methods:Through the improvement of the expert consultation method,combined with the actual work,to determine the assessment indicators and weight assignment of different dimensions of middle-level cadres.Results:An evaluation system is built to qualify the actual performance of middle-level cadres,in which individual performance of cadres was reflected by team performance.Experts consulted highly recognize and give good marks to the importance,rationality,measurability,and testability of first-level indicators.Conclusion:Given overall consideration,the comprehensive application of various assessments can complement and confirm each other,contributing to the evaluation system's integrity and systematism.A fair,scientific,reasonable,and objective evaluation system is conducive to cultivating a loyal,clean,and responsible team of high-quality professional cadres.
