摘　　要：东汉思想家王符在《潜夫论·实边》中,针对汉安帝时期汉王朝西北动荡不安的问题,围绕地方政权处置西羌问题的过失、边地民众利益诉求和巩固边疆的“移民实边”策略等三个方面展开论述,从政治、经济与军事层面为消弭“羌乱”提出了切合实际的对策。In the Chapter of Borders of Qian Fu Lun,Wang Fu,a thinker of the Eastern Han Dynasty,targeting the problem of turbulence in the northwest of the Han Empire during Emperor Hanan's reign period,and centering around the local government's negligence in dealing with the issues of the west Qiang,the demands of the people's interests of the border areas,and the tactics of"strengthening the borders by immigration",launched reviews in three aspects.He put forward practical countermeasures for the cracking down on the"Qiang rebellion"from the political,economic and military levels.
