不确定情境下青年员工抑制性进言对国有金融企业战略管理决策的影响  

The Effect of Young Employees’ Prohibitive Voices on Strategic Management Decisions in State-Owned Financial Enterprises under Uncertainty Situations

摘  要:抑制性进言是指员工提出与上级不同的意见建议,以帮助公司决策者获取更多异质性信息,从而提高决策的创新性和突破性。青年员工抑制性进言意愿的产生条件,包括青年员工抑制性进言主观意愿的产生和客观行为的实际发生两部分,前者需要国有金融企业内部营造一种开放、包容、平等的文化氛围,后者需要将鼓励青年员工抑制性进言作为重要的专项工作来管理,定期主动征集意见,并设计一揽子的意见处理和反馈流程。针对如何持续提高进言质量的问题,提出构建青年员工提高抑制性进言质量的系统动力学机制和组织机制,尤其针对组织机制提出了“自下而上”“自上而下”以及“平行轮岗”三种设计。高质量的抑制性进言意味着金融企业内部总有不同意见,这有助于其不断微调自身战略决策,保持与不确定情境相匹配的灵活性,从而获得相对竞争优势。Inhibitory comments refer to employees’opinions and suggestions that are different from their superiors to help the compang’s decision makers obtain more heterogeneous information,soas to improve the innovation and breakthrough of decision-making.Based on this,this paper firstly makes an analysis of the conditions where young employees are willing to speak out their prohibitive voices,which include two parts:their subjective willingness and their actual actions,the former of which requires a cultural atmosphere of openness,tolerance,and equality within the state-owned financial enterprises,and the latter of which requires a mechanism to make it an important special work encouraging and having young employees to utter their prohibitive voices,to collect different opinions on a regular basis,and to introduce a working process of suggestion handling and feedback.The ultimate target of having young employees to speak their prohibitive voices needs both above-mentioned to happen.Finally,on how to continuously improve the quality of prohibitive voices from young employees,this paper proposes to construct a system dynamics mechanism and an organizational mechanism.As for the organization mechanism,this paper introduces plans on three dimensions,that is,the“bottom-up”,“top-down”and“parallel rotation”.This paper emphasizes that high-quality prohibitive voices imply that different ideas always exist within financial enterprises,which will help them to continuously fine-tune their strategic decisions,maintain flexible to uncertainty,and thus gain a comparative competitive advantage.
