摘 要:国际教育规划是涉及国际关系,国内政治、经济与社会发展以及人才培养的复杂问题,美国、英国、澳大利亚于2021年同年出台新的国际教育战略性政策是尤为值得关注的动态。基于地缘因素等宏观背景,通过QCAmap对三国政策文件进行编码分析,对比研究美国、英国、澳大亚利后疫情时代国际教育战略,发现三国战略动因、目标与行动的共性与个性,以及达成战略目标所面临的困境。在战略动因上,美国、英国、澳大利亚新战略虽各有侧重点,但均不同程度地体现出国家竞争意识、零和博弈思维与意识形态色彩。在战略行动上,三国均力求降低后疫情时代国际教育的发展风险,美国重纲领轻路径、注重加强府际协调,英国与澳大利亚注重对外协调、危机应对与路径建设。鉴于此,我国后疫情时代的教育对外开放挑战与机遇并存,应结合战略发展目标所需,积极推动人类命运共同体理念下更为公平的教育国际化发展。The planning of international education is a complex process involving international relations,domestic politics,economic and social development,and human capital.The release of new strategic policies for international education by the United States,Britain and Australia in the same year is a particularly noteworthy development.Against the backdrop of geopolitical factors,this paper uses QCAmap to code and analyze the policy documents of the three countries,and compares the rationales,goals and actions of their international education strategies for the post-epidemic era.In terms of strategic rationales,the new strategic policies of the United States,Britain,Australia and New Zealand all reflect,to varying degrees,their strong desire for maintaining national competitiveness,zero-sum game thinking,and ideological orientation.In terms of strategic actions,all three countries strive to reduce the risks of international education in the post-pandemic era.The United States focuses on the broad framework and emphasizes strengthening intergovernmental coordination,while the United Kingdom and Australia prioritize collaboration with international stakeholders,crisis response,and path-building.Given this,challenges and opportunities coexist in China’s opening-up of education in the post-epidemic era.China should actively promote more equal international education for the shared future of mankind in line with its strategic development goals.
