摘 要:政府组织角色定位是政府权力位置与作用期望的话语实践。通过分析我国各级政府教育行政职能配置能够反映国家教育治理现代化中的政府角色定位。研究发现:我国政府教育行政职能配置的政策话语实践主要建构了教育规范制定、教育规范裁决、教育规范执行等3类17种政府角色,这些政府角色定位源于政府教育规范制定权、裁决权以及执行权等行政权分配的教育治理权力位置,表明政府教育治理的合法权利与义务以及在制度安排、权威运行、政治互动和组织间网络等方面的政府作用期望。我国教育治理现代化政府的角色定位在当前呈现出政府职能同构、政府角色偏差、治理范式转型不充分等现象,新时代教育治理现代化改革还应该进一步重视中国教育治理价值观的建立,重视治理型教育行政权运行方式的文化制度建设,重视政府教育治理权新型关系重构。The role positioning of government is a discourse practice of the position and expected role of government power.By analyzing the distribution of multi-level government educational adminis⁃trative functions in China,the research made an analysis of the government role positioning for the modernization of national education governance.As a result,the policy discourse practice of the Chi⁃nese government functions distribution has constructed 17 types of government roles positioning in 3 categories,including the formulation roles,the adjudication roles,and the implementation roles of edu⁃cation regulations,which are stemmed from the educational governance positions allocated by the gov⁃ernment’s educational norm-making power,adjudication power,and executive power.The government role positioning of education governance has indicated that the legal rights and obligations of govern⁃ment for education governance and the relevant role expectations in institutional arrangements,authori⁃ty operation,and political interaction as well as inter-organizational network.While these government role positioning for the Chinese education governance has shown that the phenomenon of functional iso⁃morphism,role distance and the inadequate transformation of governance paradigm.In the new era,the modernization reform of education governance should pay more attention to establishing the values of China’s education governance,accelerating the construction of new culture system of the operation mode of the educational administrative power of the governance-oriented government,as well as recon⁃structing the new relationship of the government’s educational governance power.
