摘　　要：二十世纪九十年代后,两极格局瓦解,全球化一体化速度加快。英国面临着严峻的国际挑战,国内经济发展缓慢,高等教育体制日益僵化,难以满足国家发展的需要。为摆脱高等教育面临的困境,英国政府任命迪尔英爵士对高等教育进行调研,并最终出台了《迪尔英报告》。该报告提出完善高等教育资助体系,加强高校与地方区域联系,建设学习型社会等建议。在此指导下,英国高等教育从传统的重理论人才模式转向重应用型人才模式,成为英国现代高等教育发展的重要里程碑。After the 1990s,the bipolar pattern disintegrated and the pace of globalization and integration accelerated.The British faced serious international challenges,a slow domestic economy and an increasingly rigid higher education system that was struggling to meet the country’s development needs.In order to get rid of the difficulties faced by higher education,the UK government appointed Sir Dearing to conduct a research on higher education,which culminated in The Dearing Report.The report puts forward recommendations to improve the higher education funding system,strengthen the links between universities and local regions,and build a learning-oriented society.Under this guidance,higher education in the UK has shifted from a traditional theory-oriented talent model to an application-oriented talent model,which has become an important milestone in the development of modern higher education in the UK.
