摘 要:学前教育是儿童接受规范化、系统化教育的起点,特殊教育是衡量社会文明程度的重要标志。当前我国学前特殊教育尚处于探索阶段,是高质量教育体系建设中的短板。党的二十大提出“强化学前教育、特殊教育普惠发展”。本文在新时代加快建设教育强国的背景下,聚焦学前残疾儿童这一群体,梳理我国学前特殊教育政策的相关规定,分析我国学前特殊教育发展面临的现实困境,在此基础上尝试提出切实可行的行动路径,以期为促进我国学前特殊教育高质量发展提供借鉴。Preschool education is the starting point for children to receive standardized and systematic education,and special education is an important sign to measure the degree of social civilization.At present,preschool special education in China is still in the exploratory stage,which is the short board in the construction of high-quality education system.The 20th National Congress of the Communist Party of China(CPC)proposed to“strengthen the development of preschool education and special education for the benefit of all”.In the context of accelerating the construction of a powerful education country in the new era,this paper focuses on the group of preschool children with disabilities,sorts out the relevant provisions of the development of China's preschool special education policy,analyzes the realistic predicaments faced by the development of China's preschool special education,and tries to put forward a feasible developmental path,in order to provide references for promoting the high-quality development of China's preschool special education.
