高质量发展背景下非学历教育质量保障体系建设研究

摘　　要：面对非学历教育高质量发展的转型提效要求,文章分析了非学历教育高质量发展的靶向目标,以非学历教育教学工作流程为主线,从明确公益性办学定位、完善管理架构和实施全过程质量管理体系建设三个方面提出非学历教育内部质量保障体系提升策略。提出了全过程质量管理体系的系统化建设路径,初步构建以制度系统、标准系统、过程管理系统和评价系统为子系统的质量管理体系,并根据各子系统的关键环节,突出全过程管理机制,提出子系统工作框架或核心目标,以期为建立完善的非学历教育教学内部质量保障体系提供新思路,为非学历教育高质量发展提供新动能。In the face of the transformation and efficiency requirements of the high-quality development of non-academic education,this paper analyzes the targeted goals of the high-quality development of non-academic education,and takes the teaching process of non-academic education as the main line to put forward strategies for improving the internal quality assurance system of non-academic education from three aspects of clarifying the running orientation of public welfare education,improving the management structure and implementing the construction of quality management system in the entire process.This paper proposes a systematic construction path for quality management system in the entire process,initially constructs a quality management system with subsystems such as institutional system,standard system,process management system and evaluation system.According to the key links of each subsystem,this paper highlights management mechanism in the entire process,proposes the work framework or core objectives of the subsystem,provides new ideas for establishing a complete internal quality assurance system for non-academic education and teaching,and provides new impetus for the high-quality development of non-academic education.
