摘　　要：高校实验室作为一个特殊的工作环境,容易发生安全事故。持续提升高校实验室安全应急水平,最重要的工作是建立一个行之有效、适合高校的应急预案体系。我校在综合分析高校实验室安全管理特点的基础上,探索了一套适用于高校的实验室安全应急预案新体系,坚持风险评估先行1个原则,建立综合应急预案、专项应急预案和现场处置应急预案3个层次的应急文件,明确学校-学院-实验室3级联动的响应机制,确定组织机构职责等5项基本内容,称之为“1-3-3-5”体系,可为相关高校实验室安全应急预案制定提供参考。As a special working environment,university laboratories are prone to safety accidents.The most important task in continuously improving the safety emergency level of university laboratories is to establish an effective and suitable emergency plan system for universities.Based on a comprehensive analysis of the characteristics of laboratory safety management in universities,our school has explored a new system of laboratory safety emergency plans suitable for universities.We adhere to the principle of risk assessment first,establish emergency documents at three levels,i.e.,comprehensive emergency plan,special emergency plan,and on-site disposal emergency plan,clarify the response mechanism of the three-level linkage among the school,college,and laboratory,and determine the responsibilities of the organizational structure.It is called the“1-33-5”system,which can provide reference for the development of emergency plans for laboratory safety in universities.
