摘 要:近年来随着细胞培育肉工程化实施的不断推进,细胞培育肉的种类不断丰富、生产规模逐渐扩大,商业化的趋势愈发显著。首先,本文通过对生物活性因子、化学物质、种子细胞转基因、产品标签标识等关键特点的综述分析阐明细胞培育肉的特殊性、发展性及与监管之间的关系。然后,本文详细介绍了联合国粮农组织、美国、新加坡、以色列、欧盟、英国、卡塔尔、澳大利亚、新西兰和日本等在细胞培育肉监管方面的进展、经验和不足,系统展示了全球在细胞培育肉监管发展方面的发展动态。最后,本文在总结上述综述分析的基础上提出了供我国下一步开展细胞培育肉监管的借鉴建议:1)行业相关方面进行充分的沟通交流;2)基于行业发展现状制定监管实施细则;3)充分考虑技术的特殊性和发展性;4)构建风险因子数据库。细胞培育肉的监管是事关这一创新型产品能否获得消费者认可的关键一环,合理的监管不仅可以保障食品安全而且有助于吸引优秀的企业在国内发展。In recent years,with the continuous promotion of the implementation of cultivated meat engineering,the types of cultivated meat have been continuously enriched,the production scale has gradually expanded,and the trend of commercialization has become increasingly significant.This study elucidates the specificity,developmental potential,and regulatory relationship of cultivated meat through a comprehensive analysis of key features such as bioactive factors,chemicals,seed cell transgenic,and product labeling;Then,this article provides a detailed review to the progress,experience,and shortcomings of the Food and Agriculture Organization,United States,Singapore,Israel,European Union,United Kingdom,Qatar,Australia,New Zealand,and Japan in the regulation of cultivated meat,which systematically exhibits the global development trends in the regulation of cultivated meat;Finally,based on the summary and analysis of the above review,this article proposes reasonable reference suggestions for China's next step in regulating cultivated meat:1)Sufficient communication and exchange among relevant parties in the industry;2)Develop regulatory implementation rules based on the current development status of the industry;3)Fully consider the particularity and development of technology;4)Fourthly,build a risk factor database.The regulation of cultivated meat is a key link in determining whether this innovative product can gain consumer recognition.Reasonable regulation not only ensures food safety but also helps attract excellent enterprises to develop in China.
