摘　　要：作为公共教育机构,高校在日常管理中会处理海量的学生个人信息。制定专门的学生个人信息保护规则,是高校贯彻《个人信息保护法》规定、保护学生合法权益及降低涉诉风险的必然要求。但由于治理理念等因素制约,我国高校在此方面的行动明显滞后,有必要向域外国家寻求经验借鉴。通过对十所韩国高校学生个人信息处理政策的考察,启示我国高等院校应抓紧开展学生个人信息保护规则的制定工作。在具体规则设计方面,应当以《个人信息保护法》为核心指引,同时体现高等教育特色,注重对学生个人信息的全生命周期保护,并遵循可见性和可读性标准。As a public educational institution,colleges and universities deal with a large amount of students’personal informa-tion in their daily management.It is necessary for colleges and universities to formulate special rules for the protection of students’personal information to implement the provisions of the Personal Information Protection Law,protect students’legitimate rights and interests and reduce the risk of litigation.However,due to the restriction of governance concept and other factors,the action of Chi-nese colleges and universities in this respect is obviously lagging behind,and it is necessary to seek experience from foreign coun-tries.Through the investigation of the personal information processing policies of ten Korean colleges and universities,it is suggest-ed that Chinese colleges and universities should work out the rules for the protection of students’personal information.In terms of the design of specific rules,the Personal Information Protection Law should be the core guidance,while reflecting the characteristics of higher education,focusing on the protection of students’personal information throughout the life cycle,and following the visibili-ty and readability standards.
