摘　　要：“在地国际化”是突破高校师生跨境流动的传统观念,在本土创设国际化学习环境、教学资源和育人机制的教育模式。中外合作办学是高等职业教育“在地国际化”的载体与表现形式。在“在地国际化”视域下,中外合作办学存在理念更迭滞缓、认证系统与评价体系未协同、缺乏国际通行认证指标体系等问题,高等职业教育中外合作办学质量认证体系的建构将满足面向全球,培养国际化人才质量保障需求。依据“输入-环境-输出”理论模型,高等职业教育中外合作办学“在地”发展质量认证体系的构建与应用旨在凸显夯实高等职业教育国际化人才培养质量观、实现国际化高技能人才在地培养的实质等效和增强“在地”培养国际化技术技能型人才实力的应用价值。Internationalization at home(IaH)is an educational model that breaks through the traditional concept of cross-border flow of teachers and students in colleges and universities,and creates an international learning environment,teaching resources and education mechanism locally.Sino-foreign cooperative education is the carrier and manifestation of the “internationalization at home” in higher vocational education.At present,there are problems in Sino-foreign cooperative education,such as slow changes in concepts,lack of coordination between certification and evaluation systems,and lack of internationally recognized certification standards.The construction of the quality certification system for Sino-foreign cooperative education in higher vocational education from the perspective of “local internationalization” is a quality guarantee to meet the global needs and cultivate international talents.Based on the theoretical model of Input-Environment-Output(I-E-O),the construction and application of the quality accreditation system for the “IaH” development of Sino-foreign cooperative education in higher vocational education,aims to highlight and strengthen the quality concept of international talent cultivation in vocational education,achieve substantial equivalence in the local cultivation of international high skilled talents,and enhance the application value of “local” cultivation of international technical and skilled talents.
