“计划生育”相关报道英译的历时研究——兼论政治等效翻译原则

摘　　要：上世纪八十年代以来,我国的生育政策不断动态调整。计划生育政策是国际社会了解我国政策的一个重要媒介与窗口,也是国家政治话语的重要议题和组成部分。学界对于政治术语的英译及其原则已有诸多探讨,但聚焦生育政策,并展开系统的专题研究尚不多见。本文以政治等效原则为理论基础,运用历时研究方法,选取计划生育三个阶段的外宣报道,聚焦相关报道中的生育政策术语、动词搭配以及限定词的英译展开研究。通过分析不同阶段和不同语境之下的译文,总结翻译得失,对政治等效翻译原则加以探讨、实证和发展,以期丰富现有的政治术语翻译。Since the 1980s,China’s family planning has been constantly and dynamically adjusted.The policy has received widespread attention at home and abroad.Family planning policy is an important medium and window for the international community to understand China's policy,and it is also an important issue and part of the national political discourse.There have been many discussions on the English translation of political terms and their principles,but there are few systematic studies focusing on family planning policy.Based on the theoretical principle of political equivalence,this paper uses a chronological approach to study the English translations of family planning policy terms,verb collocations and qualifiers in three stages of family planning reports.Through analyzing the translations at different stages and in different contexts,the translation gains and losses are summarized,and the principle of political equivalence translation is discussed,empirically demonstrated and developed,with a view to enriching the existing translations of political terms.
