产教融合型城市发展与建设的机制分析——基于经济地理学的视角

摘　　要：伴随我国职业教育产教融合的不断演进,在城市层面推动产教融合愈发吸引中央及地方政府的注意力。本研究借助经济地理学理论,构建出产教融合型城市建设的分析框架,以阐释产业、城市与教育三者间相互作用的两种关键逻辑:一方面,资本自由流动,城市教育水平、质量以及由此塑造的劳动力构成了城市禀赋的关键要素,影响企业的投资行为;另一方面,在资本流入某地之后,教育与培训通过影响劳动力的能力水平对产业生产率产生影响,由此影响城市的兴衰,进而影响城市财政收入及包括教育在内的公共品的供给水平。在搭建理论框架之后,以合肥市为案例,呈现出上述两种关键逻辑在现实中的影响机制,并在此基础上提出深化产教融合促进城市及产业发展的建议。With the continuous evolution of the integration of industry and education in vocational education in China,the promotion of the integration of industry and education at the city level has attracted increasing attention from the central and local governments.Based on the theory of economic geography,this study constructs an analytical framework for the construction of industry-education integrated cities,so as to explain the two key logics of the interaction between industry,city and education.On the one hand,with the free flow of capital,the level and quality of city education,and the resulting labor force constitute key elements of urban endowment,could influence the investment behavior of enterprises;On the other hand,after capital investment in a certain place,education and training have an impact on industrial productivity by affecting the ability level of the labor force,which in turn affects the rise and fall of cities,and then affects the level of urban fiscal revenue and the supply of public goods including education.After constructing the theoretical framework,taking Hefei as an example,this paper presents the influencing mechanism of the above two key logics in reality,and on this basis,puts forward suggestions for deepening the integration of industry and education to promote city and industrial development.
