摘  要:目的:探索我国卫生人力资源配置结构的变动趋势以及各省份卫生人力资源水平的差异,为优化卫生人力配置提供参考。方法:以执业(助理)医师、注册护士、药师和技师等卫生技术人员为评价指标,运用结构变动度和秩和比法,对2017-2021年我国的卫生人力资源配置情况进行综合分析。结果:我国注册护士数量持续增长,呈正向变动趋势;执业(助理)医师数量增速减缓;药师和技师结构整体呈负向变动;结合RSR法最佳分档原则,我国31个省份卫生人力资源配置等级可以分为少、相对较少、中等、相对较多、多5档。结论:我国卫生人力资源配置存在结构不均衡、区域间差异明显的问题,建议进一步扩大医师规模,增加护理服务供给,加强药师、技师的培养,协调区域发展。Objective:To explore the trend of structural changes in the allocation of health human resources and the disparities across provinces in China,providing references for optimizing resource allocation.Methods:Using health professionals such as practicing(assistant)physicians,registered nurses,pharmacists,and technicians as evaluation indicators,this study comprehensively analyzes the allocation of health human resources in China from 2017 to 2021 using the structural change degree method and rank sum ratio(RSR)method.Results:The number of registered nurses in China has been continuously increasing,showing a positive trend.The growth rate of practicing(assistant)physicians has slowed down.The structure of pharmacists and technicians overall shows a negative change.According to the RSR method's best classification principle,the health human resources allocation in China's 31 provinces can be divided into five categories:least,relatively less,medium,relatively more,and most.Conclusion:There are structural imbalances and significant regional disparities in the allocation of health human resources in China.It is recommended to further expand the scale of physicians,increase the supply of nursing services,strengthen the training of pharmacists and technicians,and coordinate regional development.
